A woman from Albany, New York, has been charged with attempting to provide material support to ISIS after allegedly plotting to bomb the New York State Capitol building and kill state senators.
Jessica Bowie, 35, is accused of repeatedly surveilling the Capitol building and purchasing materials for an explosive device. According to a criminal complaint, she communicated with an FBI source posing as an ISIS facilitator over several weeks in July and August.
Bowie allegedly discussed disguising a bomb in a DoorDash delivery bag and wanted to carry out the attack when state senators were meeting. She also told the undercover agent that she hoped to damage the building and kill lawmakers. Investigators said she walked around the Capitol on five separate occasions between July 21 and August 9, taking photographs and studying the surrounding area and security.
Bowie was arrested on August 19 after leaving a meeting with the undercover agents, where she had been shown an inert explosive device purportedly made from materials she had purchased. Agents said they found knives and a handwritten pledge of allegiance to ISIS on her.
New York Governor Kathy Hochul released a statement praising the FBI for leading the investigation and thanking the New York State Police for their work in apprehending the suspect. She noted that security measures have been strengthened at the Capitol building and across state government following an increase in threats against public officials earlier this year.
